In Purchase Order, if there’s an item with incomplete delivery, we need to Cancel the Qty so we could close the Purchase Order. I wonder if there’s a facility in ax where we could do mass cancellation.

You can cancel teh qty of individual line by clicking Functions>Delivery remainder> Cancel quantity. It cancels the outstanding quantity of selected PO line. we dont have mass cancellation which allows cancelling the delivery remainder of all the lines in a PO at a single shot.
You could also look at using teh close tick box when receiving if you know no more is coming.
