They have given us a license no. so how to use that.will it be enough

so I think you need to start to read the Help file, the manual, the reference and many resource.
read a lot first … then discuss here. . . . . . remember … read!
to use the license file, you only need to import the .flf file.

To get that certification you had to go through a certification process. This means that you have the certified people on board and they can do this for you.

What did you actually buy from Microsoft? Normally nobody but partners buy their license from Microsoft.
You need the .FLF file before you can use your license. Go back to where you bought your license and ask for it.
As Erik says, please specify wether you are a partner or a client.
As a “Registered partner” you can get a developer license (for free) from Microsoft.
You do not have to go through certifications to obtain a license.

Again - This is not the case in my experience. Yes the SPA agreements are need but also you need to meet the certification requirement. This is having two fully certified people and also SQL certification. I would be surprised and HUGHLY concerned if development licenses were handed out to un-certified partners.
