when i upgrade in nav 4 to nav 2009 sp1 then the error is generated

How did you upgrade from NAV 4.0 to 2009? : You have upgrade to NAV 5 and then NAV 2009 by using upgrade tool.
If changes are less then go for new implementation.

There are many detailed posts at DUG regarding Navision Upgrade. Unlike the opinion of Mr Shelar, you can upgrade directly from MS Navision 4 to MS NAV 2009 SP1.
Please search all the posts on ‘How to upgrade Dynamics NAV’ to know more about Upgrading Navision. If you work for a Customer, try contacting your Partner to provide details on Upgrade.
Navision Upgrade is a pretty complex (in the sense ‘Not so Easy’) and detailed activity which affects all areas of work. To start with, you can:
a) Go through the Documents and Objects provided in the Upgrade Toolkit
b) Search DUG and other Forums for errors that occur during Upgrade and how to resolve them
c) Contact your partner (If you’re a Customer), or some experienced Technical Consultant (If you’re a Partner) to know more about upgrade
d) Do a simple upgrade from STANDARD versions of NAV 4.0 to NAV 2009 SP1

you can directly upgrade Nav4.0 to 2009 through upgrade tooolkit. u can download upgrade tookit through
partner source and upgrade document also available there.
no need of new implementation . you can use upgrade toolkit.
