Table lockout issue - NAV 2009

We have NAV 2009 and we are facing table lockout issue. Is there any resolution of this issue in NAV 2013 ? If yes then we would upgrade to NAV 2013.

I have checked on some blogs that Row level lock is possible in NAV 2013.

Lockout issues generally happen due to bad customization .You need to check whether any bad customization /bad programming is done for particular process.
