Is there a report that will show sales by customer for the current period vs same period last year?

I assume you are using NA (North American) version of NAV, and I think there doesn’t exist any such report.
You may want to customize report 10047 Customer Sales Statistics.
Which version, if 4.0 or later you can create report of your own by using Sales Analysis. It would be accessible from Sales and Receivables Module.

I did create a sales report using the sales analysis (7117) but how do i compare against same time last year with this report
This you will have to define in “Analys Column”, and the previous years column will differ from the other , in “Comparison Date Formula” enter "-1Y".
