Changes to users and user menus

I have a very early version of Navision, 1.2 and am trying to change the main menus for some of my users. I have figured out how to change rolls and permissions. If a user was never given permission to use purchases and payable how do I insert that into their main menu?

I guess you can tell I am a newbie to this. I was able to figure out that I had to assign a designed menu to the users. I was not part of the setup, I have a lot to learn.
