For what are needed “Microsoft SQL Server 2008 Standard Runtime Edition (English) User” in the microsoft dynamics Nav. Does Nav 2009 work without this licence inqluded in the Nav licence.

You need to license SQL in addition to NAV. Using the RunTIme license is just one of the options. See my comments in the following post for some info on the RunTime license.
