How to become a Dynamics NAV/AX partner with microsoft.??

Hi,

I started newly , own IT firm , in Pune, India, currently we are not a partner with Microsoft, want to know

  1. how to purchase Dynamics NAV/ AX (latest 2012/2013) license ?

2.per user costing? cost for 10-15 user?after one year renewal charges?

3.functionality? Modules?

4.Customization possible?

  1. best , cheap solution for SMEs? betwn NAV & AX.

  2. how to become a partner? is it better option? cost for partnership?

  3. is there any other (free charges) way to become a partner?

Please guide me.
