how can Skip a one of two workflow steps if the same person is approving dynamics AX 2009

In our leave and travel workflows we have two step Line manger and Head of department or CXO in must the cases Line manager and HOD is the same person. if the Line manager and HOD is the same person system should skip Line Manager step.

I am not sure is it possible or not?
