I have read all of the C/SIDE documentation that came with NAV 5.0. The language is pretty straight forward. However, reading it and writing code on paper is not the same as actually writing it in a test database and seeing if it works.
How do I get development access?
Here is what you can do with a CRONUS license:

Hi SNielsen,
I need to know how I can get a copy of a Navision database to practice some developing by playing around with fields, tables, Forms and Reports etc.

You can download a limited version on MSDN.
Matt,
That’s very helpful. Thank you indeed
That link talks about two licenses - Cronus and the MSDN. How do I obtain the MSDN license?
I was pretty sure it was available when you download NAV from MSDN.
I didn’t download NAV from MSDN. I have it on CD.
Well the license isn’t available on the CD so you will need to check out MSDN.
