Business Central upgrade permission error

I have a NAV 4 database that I converted to Business Central on premise going through all the steps. In order to install the standard extensions that come with the DVD, the instructions say to install the symbols. I get an error - my program license does not have permission to publish ‘Access Control’ even though it is a valid partner license for Business Central on premise.
