Generally speaking, that is the best way to do bulk deletes unless you want to use a separate third-party tool. Another alternative is using Power Automate. Unfortunately, you can only interact with 100,000 rows at a time with Power Automate, but you can stack flow runs to run concurrently. I haven’t had a reason to try the bulk delete feature within XRM Toolbox so I can’t comment on how well that works.
