TDS and TCS adjustment

Hi,

In AX 2009 how can i adjust TDS amount in GL–> India withholding tax → TCS and TDS adjustment, tried doing selecting one invoice and selected tds group and clicked withholding tax button in the new form under adjustment tab entered the adjusted amount and clicked apply error pops up stating “adjusted withholding tax amount must be less than the transaction amount”.
