We need a way to allocate inventory in bins so it is not used for other customers.

Nothing will keep your users to grab items from wrong location.

If the actual issue is that your company buys some merchandise only to sell it immediately to certain customer, look at Drop Shipment functionality in NAV.

It’s too much writhing to explain it in detail here in a forum post, but the general idea is that you create a SO marking it as Drop Shipment. Such items never hit Inventory, all the purchase - sales chain documents are tied together and therefore your goal is reached, it is impossible to sell those goods to someone else.
