The person has system administrator role and we are still get the error. We are getting the error for any type of workflow.

Look at the event viewer for batch server and see if you get any errors there.

erify user’s permissions, check workflow document permissions, review workflow configuration, troubleshoot user profile, and seek technical support if needed.
