We are currently using navision 2009 and want to upgrade to SP1 to utilize the web services functionality and other functionalities. And I would like to know if its possible to upgrade to SP1 with the customer license. Does it require developer license to upgrade from one version to another version. I am not sure is this the right place. Sorry if its not.

if you have not done any modification, then it’s possible to do it with customer license. If you have done modifications, then you need to merge those changes by a developer and then you can upgrade to sp1 all by yourself.
