Unable to create / add a new position

Hi, I 'm trying to modify an existing position OR create a new one bu I am not able to do it. This is the error message that I have:

" Cannot create a record in Action state (HcmActionState). Personnel action number: 000016, Draft.
The record already exists." Where and How to resolve that issue?

Please check and adjust the number sequence for Personnel action.
