Pretty common issue with dual screens!
Try these quick things:
Click directly on the bill first to give it focus, then scroll
Use arrow keys / Page Up & Down after clicking on it
Try personalisation to resize the list region on that screen
If it’s just a preview pane, hit the expand/open icon to open it as a full page; that usually solves it!
What version are you on? BC cloud, on-prem, or NAV? That’ll help narrow it down further.

We use SaaS Cloud.
First I try to use bill on main screen and I can use arrow keys /Page up& Down but when I move bill to second screen I can not move up & down keys. I also can not use mouse scroll for up & down. Some bill are very long so I need can scroll. I use galaxy tab for second screen. Our version is 27.1

Since you’re using a Galaxy Tab as a second screen, try these quick things:
Use a two-finger swipe to scroll instead of a single finger
If you’re on Samsung DeX, switch to pointer/mouse mode in display settings
Instead of dragging the bill window over, try opening it fresh directly on that screen, dragging sometimes loses focus
This usually does the trick on 27.1 with tablet setups. We’ve seen this before on similar setups, so fairly confident one of these will work!

I tried following your guide but still not move up and down. I also pressed up&down button on bill but not moving. In your case do you have use third party software. This time I tried on Ipad 6 and use spacedesk for sharing. Do I need switch to Interactive Dual Display instead of Dual Display or not.
