i’ve encountered a strange error, when i’m tyring to upgrade a nav 2018 to bc 16.2. Right now, i’m trying to synchronize the database.
the error says “An item with the same key has already been added.”

I had this error quite a few times with BC 14. Here the error happened with a specific page caption, which existed in the symbol file twice.
When it happened, then we got the same error as you and the result was the downloaded symbol file was corrupted.
When does the error happen for you and have you tried compiling your AL apps?
