I have a bunch of user group permissions that I have created in sandbox environment and I need them to production. I am having trouble. How do I move these user groups to production?

Yes I have, but when importing the custom permission sets that are in the User Group do not appear. Do I need to import the permission sets as well?
Yes, the same functionality exists for Permission Sets as well.
