Can the data migration tool forming part of the Rapid Implementation Methodology be used to update records rather than import as new ??.
Can get it to import new but not update existing.

Yes but I would warn you to be careful. It works fine updating data but I have come across issues where you are patching data. What I mean is doing a update for a subset of the data can cause problems. The example is when collegue tried to patch global dimensions in the customer and the record were updated fine but interim records were also updated incorrectly.
