Hello Please is it possible to secure a report agains customisation (modification) in NAV 2013 (the report Design and the Layout in Visual Studio)

i don’t think you can.

You can lock the report (or any) object.

But It can be unlocked.

It can be unlocked only if the user has Super Role…
