Hot fixes as the name indicates are fixes for specific issues. Basically it is a software patch intended to address a specific issue.
Where as roll ups (RU) are basically a software patch which consists of a number of hot fixes. Usually roll ups are cumulative which means if you install RU5, then you don’t need to install RU1, 2, 3 and 4.
