Re-open Quality order Issue through Purchase Order

I validated a Quality order and it goes to Status fail and I Try to Re-Open the Quality Order for test again but when I try to Re-open the quality order I got below error in AX 2012R3

“You cannot block 11.00 items. Only 0.00 items are available on the inventory.”

But It same Process works and allow to re-open for Quarantine warehouse Item

Where is the stock? Looks like you have used it or sold it , so the system says you cannot test them as you don’t have them.

Also you then mention quarantine orders which makes the flow slightly confusing.
