The size of the database depends on how much data you are storing in your system. How many orders, how many items, customers etc. But typically the size starts around 200MB and just continues to grow when you add data…
I could give you almost a similar answer in regards to the users. It depends on how you are using the system and what they are doing. And are they all working in the same company with NAV?
But I have personally been working with NAV installation with almost concurrent 500 users in the same database where they where in the same company. And that worked fine (but did require a lot of performance tuning of both the SQL server and the Navision application). I have also heard about other NAV implementations with over 1100 concurrent users in the same databases, where the users still stayed happy.

If you refer to a non-customized standard NAV system, then I’d say you could be lucky with 150 Users and about 100GB (depending on what the users actually DO!).
If you design the application smart and implement appropriate business processes and workflow, then this could be dramatically increased - I have customers running 350-400 concurrent users (db size 250-350GB), the largest DB I support is 700GB (about 100 users) …
