How are you eligible for a license? Did you buy one? Or did you get it through a partner agreement with Microsoft? If you don’t own any license, you obviously can’t download it.
If you are not eligible for AX license and you still want to get one for development purposes (no production use!), you can get it through MSDN subscriptions.
