How can end user create report by report wizard

What can I setup to give permition end user to create report by report wizard in Axapta 3.0 (Tools–>Development tools–>Wizards–>Report wizard)

You can go to usergroup permission setup in the Administration module. There you go to Tools viewing → Tools → Development Tools → Wizards → Report Wizard
