Please advice how to export all Modules and the related Menu Items to an excel.

This request does not make sense to me, what are you trying to do?
If you want a list of the modules this is not something you can export really, you could export the config keys but that is not really module aligned. As for menu items these are dev controlled forms.
You would be better off manually creating it from visibly looking, but I am not sure why you would want this.

Plan is to extract Modules and its Menu Items against modules in scope and manually define functions. Then present it to the users to take a call on the required functionality to suit their business, so configuration can be initiated accordingly.
I get your point on dev controlled task.
Is there any alternative to way extract the above list to economise on manual effort.

No I am not aware of one, but most partners have a tool to do this to define the scope of the project.

Microsoft recommend you do this by business process then map it, there is a whole repository on that, but that is not module and menu driven
