You can change the property AllowCheck to “No” in the data source CustInvoiceLineInterProj in CustFreeInvoice form.

Does it happens with all users including the admin?
Do you have license for project1?
Do the time sheet configuration key is been enabled?

How to check if the configuration key has been enabled? can you please give some screenshots?

In System Administration → Setup → Licensing → License information → Feature sets tab , see if there is a code for Project I
If you have this code, in License configuration → under Project I, see if the the time sheet config key is enabled.
I tried by disabling the time sheet config key and got the same error. The free text invoice should work irrespective of this key.
This is seems to be a Bug. The obvious fix is to set the Allow check property to No(as said by Kristine).
