Exactly what does workflow, has to do with configuring your NAV server???
What you are showing is the setup of which service account is running your NAV server. Has nothing to do with email configuration. That was the first picture you showed. If you change or remove the setup for the service user, then you may end up with a server that doesn’t work. So be careful to change it.
The only remote connection there could be, would be if your service user didn’t have access to the SMTP service.
When that has been set, then using Network Service to run your NAV service is not recommended. It is better to use a specific AD account. Local accounts are also not good if you have your NAV service and SQL server (as recommended by Microsoft) on two different servers. So I hope that this is just a test setup. If that was not the issue, then please let us know what is. Knowing that it work is is nice, but without more information, then that would not help other users in the same situation.
