I think it is not quite true, for costing method Specific, Item Tracking is required, but not the other way round (If you are using Item Tracking, then it is not mandatory to use SPECIFIC as costing method)
The way I think of it is that when you are using Item Tracking you are tracking things by a Specific serial number or lot number. When you sell an item, you know exactly which one you want to sell and your outgoing item ledger entry has to apply to a Specific incoming item ledger entry.

irrespective of which costing method,the system will use specific since when u select the batch or serial number, it is like linking to the actual entry that brought the item in to entry taking it out.(matching outbound to its actual inbound entry).so it is like specific costing.
