Assuming you are referring to Standard cost item, I think it is not possible to set by warehouse.

please specify which type of item model group you are using is it Weighted Average cost or Moving average cost,
what is the main purpose to have two cost price for your same items.
you can achieve this by creating different trade agreement for different warehouse example is mentioned below.
ITEM X
Warehouse A and B
Agreement you have to make
Item X warehouse A price 1$
Item X warehouse B price 2 $
make PO as per the warehouse and you will get the price as per the agreement.
once you received the items and invoiced check the cost in manage inventory on hand → on hand for both warehouse you have have different cost.
similarly you can set price for items for customer also example mentioned belwo
ITEM X
Customer A
Warehouse B and C
Agreement
ITEM X cutomer A warehouse B price is 1$
Item X Customer A warehouse C price is 2 $.
so if a sales order is created for customer A in warehouse B then price will be 1$ and if the sales order is created in warehouse C then price will be 2$.

I don’t think so. Trade agreement sets up Purchase and Sales prices for Item. While Cost price is calculated based on the IMG costing methodology, dimension group settings and inventory receipts etc… except for Standard cost. This isn’t set manually. Correct me if I am wrong.

you are absolutely right, the Trade agreement define the purchase and sale price for the item, and IMG define the cost price for the item.
but cost will come after your purchase so when you define two different price for two warehouse then you will get two different cost for two different warehouse.
