I understand that Power Automate can create more robust notifications and workflows for approvals in BC. Can it handle this use case though that a 3rd party product can do? We’d like to replace it but are not sure if it can do all we need yet.

No. Power Automate itself is only the external automation engine - it won’t be able to actually stop the posting.
If, however, you had a field in BC that, if unchecked, prevented a user from posting a journal, you could use Power Automate to update that checkbox to checked when a workflow is approved.
Actually if you have a workflow template setup in Power Automate, and you try to post a purchase invoice before it’s been approved, it will give you an error message.
