Where and how do I point the stop hours (i.e.: launch, lack of eletric energy, lack of row material, break machine, …) in AX? And also, where do I setup the stop hours and which report do the AX have?

It does not have this functionality.
You could build it in with an operation for stopped time and setup a cost category to cost it appropriately, but then there is no reason. In the past because it is not that difficult I have added a downtime and downtime reason to the route card journal and then allowed the capturing of this but it has no impact on the production posting - then there is a report that brings out the information.
