Role of Category Group, Shared Categories and Project categories

Can someone explain the role of Category Group, Shared Categories and Project categories? Why is it used and what impact is has on the overall Project management.

I am facing one more issue in Project management module.

I am unable to assign a worker to the subproject I have created. I have already set the worker in HR module along with skillsets. Now thru WBS I want to assign this worker to the subproject. The problem is, I don’t see the worker in Show Available Resources field. Please advise.
