Project Item Requirements User Control

Hi all,

I was asked to create a new user control for Enterprise Portal, from which users of Microsoft Dynamics AX can add items to projects from Portal, there is a web form that handle this, but only for viewing, users cannot add, update or delete items from that project, unless they open Microsoft Dynamics AX 2012 Client Desktop application,

Can any one help with this,
