Place an action in the home tab of a page, but without being within a promoted category

On the purchase order page there is an action called “Create Whse. Receipt” (Actions → Warehouse → Create Whse. Receipt). Is there a way to place that action in the home tab individually, without being grouped in any of the promoted categories?

I´m afraid that´s not possible. For that purpose you should try something like this:

Adding actions to the Lines is a cool idea! I’ll have to shoot that by our developers to get their thoughts on feasibility.
