Picking list after Packing slip

I want to prevent the user make a Packing slip in case he didn’t make a Picking list of Previously on same sales order , i can do it ??

Select “Picking requirements” in the Inventory Model Group/s your items belong to. This will not allow for Packing Slip posting if the items have not been Picked first.
