NAV Localization, making and Sealing a ETX File.

Hi,

I am Building Language Pack for Local Languages. I have translated the DLL Files. Now, where I am stucked with the ETX file. Can anybody let me know, how to translate the ETX File and Seal it from Microsoft ?
