NASSERVICE does not start first time - NAV2016

Hi Folks -

I have created a NASSERVICE in Dynamics NAV 2016 Administration. When I try to restart the service first time it won’t restart and when I restart it again for the second then it restarts.

Does anyone know what could be the issue for the service not starting the first time.

Any help is highly appreciated.
