In AX2012 , user can perform mass update for production orders status such as mass report as finished or mass end , is this a reco0mended option to use? can this cause overlapping in cost and quantities??

It wouldn’t overlap cost and quantities.
The risk here would be with the report as finished most of all, because the end step, doesn’t ask the user for any data.
But in the report as finished step, AX suggest the quantity started as the quantity to be finished, if the user needs to change this information, making a massive update could be confusing when he goes line by line changing it, if he doesn’t needs to change quantities I don’t think there is any problem then.
I would only ever use it to estimate, schedule, release, start or end under a controlled filter supporting the business processing.
