I have a customer who has a production item, he has decided on this occasion to buy the goods in rather than make them. Can he use the manufacturing part number to buy in or should he create a separate one. If so why ?.

Use the same part, just purchase it. There will be potential costing differences, but that is all.
I would definitly have a separate item for the purchased ones from accounting prespective. Potentially , have an umbrella product that is sold to the customer.
