How I can defined in AX32.exe short cut target to load certain configuration file (.axc),the reason I need this because I have two different Kernel version Client on my machine ,when start Ax32.exe it loads wrong environment.

Simply use it as a parameter when calling ax32.exe. E.g.:
"c:\Program Files (x86)\...\ax32.exe" "c:\AX_config\TestUSR.axc"
