You can’t.
I’m not sure if this makes any sense to you as an end user but sometimes you can. The assigned control-ID depends on the license. So if you have more licenses (e.g. one for add-on development and one for customer projects) the control-ID’s are in different ranges.
True, but you can just create a text file and change them. Also the control IDs are only set when you craete them, so modifying them has no effect.
