Is it possible to transfer serialized items without specifying the serial number?

Not really in my opinion. You can set the dimension group to be blank issue and receipt for serial numbers, but it means you can receive them blank and issue them blank meaning there is no control of the entry. I would say if you transfer it you have to tell it the serial numbers you are transferring - it is seen as a “pick” and confirmation of what has been picked is good practice in a serial controlled environment, however depending upon the version the processing of the transaction can or cannot happen based upon true serial control and physical inventory in the dimension group. Basically if you cannot transfer without defining it and you have blank issue set then it is by design
