How do you do Excise tax in US NAV

I am setting up Excise tax in a US system, this excise is in addition to normal sales tax. It is 10% of the sales price but capped at $10 per item. So if the item sells for $73.00 then the tax is $7.30 if the item sells for $215.00 the tax is $10.

I thought there was a field in sales tax where you could put this cap, but I can’t find it. Does anyone know what I am missing? Looking for a field where I say the tax is not to exceed $10.

The field is in Tax Detail table called Maximum Amount/Qty. and you can set it 100 dollars. 10 Percent of 100 is 10 dollars.
