Is possible to change size of ProjId in Dynamics Ax 2009? Is possible during live with records in table?

There will be no issue if the string size is increased.

To change the size of the ProjId, you will need to navigate to the properties for the ProjId EDT and modify the stringSize value. You won’t have any issues if you increase the size, but you may run into issues if you shrink the size and have data already in the system that is larger than the new size.
