I think you you don’t have the role permission on the setup FA journal you can ask your system admin so he/she can give you the permission on the FA.
Goto Financial Management - > Fixed Assets → Setup → Depriciation Book.
Select COMPANY, down there is Meu button Depr. Book → FA Journal Setup. Create a record there with User ID, FA Jnl. Template, FA Jl. Batch.
