EP Web Part Request Warning

I am going through setting up the back end of Employee Portal. I have not set up my Windows Sharepoint Services Site yet so I am just setting up my Web Part Requests, Groups, etc… I am trying to add an action to my customer card, but when I try to select the Action, I get the following msg: “There is no EP Web Part Request within the filter.” “Filters: Code: MODIFYHEAD” I have followed the steps that are layed out, with the exception to those that pertain to the Share Point Site, and I am not sure if that is why this message is coming up or if i missed something else. Any information is greatly appreciated. Thank you.
