What we are trying to do is edit the Purchase Order (the actual printed page) instead of having to insert a comment for every PO we print… How exactly is that done?

You need to design the object for this report.
Subject to your license, you will either have the report designer function or you won’t, in which case you will need the help of your IT partner. Subject to your user access/permissions, you may also not be permitted to run the designer function.
If you look carefully at the license, you are looking for something called Report designer.
If you run the report, (dont print preview it) then go to tools/designer, if it is greyed out, it will either be because of permissions or licensing…
that should give you a pointer.
